POLICY: NATIONAL BROADBAND INITIATIVE (MALAYSIA)


IDENTITY OF CHANGE
Before the government introduced this policy, the acceptance of broadband is slow. However, after the policy was introduced, the government help people by giving low price of broadband especially children, rural and poor people. The price is low as RM 20 per month for rural areas.
Productivity rate
Can increase people who know to use internet, more open minded to know about surrounding and current issues by using internet. It can increase the productivity and quality among people.
LEVEL OF CHANGE
All people either young, middle and old people are likely use internet to obtain knowledge and any input in short time. It is also easy to communicate with other people via internet.
Duration
In 2007, the government has set its target for broadband whereby the country is to achieve 50% household broadband penetration by the end 2010.
MAGNITUDE OF CHANGE
It is increase base on graft, which is towards achieving the 50% target by end of 2010 the high impact economic area 25% in Zon 1, sub-urban area 15% in Zon 2 and rural area 10% in Zon 3.
RATE OF CHANGE
Awareness will be through continuous government and private sector involvement in the awareness programs and capacity building initiatives.

Example of DA: E-GOVERNMENT...=)

  • The Electronic Government initiative was launched to lead the country into the Information Age. 
  • It will improve how the government operates internally, as well as how it delivers services to the people of Malaysia. 
  • It seeks to improve the convenience, accessibility and quality of interactions with citizens and businesses. 
  • At the same time, it will improve information flows and processes within government to improve the speed and quality of policy development, coordination and enforcement.
To accelerate the objectives of Vision 2020, a path has already been defined through seven innovative Flagship Applications. These applications are engineered to start the MSC initiative and create a multimedia heaven for innovative producers and users of multimedia technology. Both local and foreign companies work with various government agencies to enhance the socio-economic development of Malaysia. The Multimedia Super Corridor offers a Malaysian initiative for the Information Age. The Flagship Applications are:

  3. Smart School
  4. Telehealth
  5. R&D Clusters
  6. E-Business
  7. Technopreneur Development

     Firstly, DA are defined as a process where government upgrade the system of administration in order to fulfill the vision and mission of administration in term of political, social and economy by creating various programs and policies.
-Development administration is the administration of policies, programs, and projects to serve developmental purpose. 




 OTHER MEANING OF DEVELOPMENT ADMINISTRATION (DA)...

The term 'development administration' can be used in a broad sense, to embrace
the variety of approaches and points of view that mark the study of public
administration in developing countries. Some writers have sought to assign a
more restricted and precise meaning to the term, but their attempts have been
arbitrary and conflicting. Some speak of 'development administration' in order
to emphasize the inadequacy of the established discipline of 'public administration',
others treat the field as merely an application of the traditional study;
still others use the term with neither connotation. Some use the term in the
sense of 'the administration of development'; others are thinking of the development
of administration; still others see these concepts as two sides of the same
coin.
